Can you say oxymoron?
The title of this article is "Humbled Ballmer Vows to Improve Windows Securtiy".

I was at the roll out for Windows XP. One of the main things we were told not once but repeatedly was the XP was the most secure operating system Microsoft has ever introduced. That does not say much about all their other operating systems does it.
